Subject: Communication 326: Confirmation of Bobby Jean Leithead-Todd as Director of
Environmental Management
Aloha, council members,
The appointment of BJ Leithead Todd is in clear violation of County law. Why would the administration — or County
Council — want to go so far out on a limb as to make a mockery of County law? Why open the County up to legal
action when there's an obvious transgression by the County?
This isn't about Ms. Leithead Todd. It's about finding a qualified person whose appointment doesn't contravene
government transparency, fairness, and legality. Ms Leithead-Todd shouldn't get the job because her appointment
would be illegal. A no-brainer.
