Testimony on Comm. 326 — Appointment of Bobby Jean Leithead-Todd
as Environmental Management Director.
As a former County of Hawaii Public Works Director, Department of
Transportation State Highway Administrator, and Resident Citizen of
the County of Hawaii, I ask your support to confirm the Appointment
of Ms. Leithead-Todd to County of Environmental Management
Director.
Ms. Leithead-Todd is an excellent candidate to fill this position that has
long gone without a permanent Director.
Based on her background and long tenure with the County of Hawaii in
the following positions, she clearly understands the dynamics and
challenges that the County of Hawaii will face.
She has been with the County of Hawaii in many important positions
giving her the background and understanding to undertake this
position. She has been:
• County Council Member
• Deputy Corporation Council
• Former Director of Environmental Management
• Planning Director
In addition, she is knowledgeable in the operations of the
Environmental Protection Agency.
I sincerely ask you to support her appointment and give the County of
Hawaii improved stability in this most important Department.
