RE: BJ Leithead-Todd Confirmation.
This concerns the pending appointment of Bobby Jean Leithead-Todd as director of
Hawaii County's environmental management department. I have no hesitation in
urging her approval by you.
I have known this candidate for more four decades and watched her evolve into one
of most competent and responsible of public official. She listens well,gives
appropriate and timely responses to questions. She is open,helpful and unfailingly
polite--be you a newsman as I was for 36 years on this island or a homeowner or a
curious caller.
I moved here in 1966 and stayed for a lifetime. I have known dozens of department
heads from the inception of the charter form of government and elected persons
over that period.Although I retired in 2002, I follow county and sate government
daily and consider myself well infirmed.
Your candidate is a well educated but even a more experienced person who has
devoted her professional life to service both on the administrative and legislative
sides.At the same time, I have viewed her nurturing of children -- her own and
others as an outstanding contributor to this community that adopted her at an early
age.
If I were a mayor developing a cabinet, I can think of no one better suited because
she is efficient and aware. In fact, she has held this position in the past and may
know more about its challenges than any other I have observed.
She deserves confirmation despite the challenge of not being a registered engineer.
Her legal work and extensive prior experience makes her qualified under a full
reading of the charter language.
