Subject: Nomination of Ms. Leithead-Todd for Director of Environmental Management
In 2010 Hawaii County voters passed a charter amendment requiring that the Director
of Environmental Management shall have a minimum of five years administrative
experience in the field and an engineering degree or degree in a related field.
Therefore, although Ms. Leithead-Todd may have done good service to the County in
other capacities, she is de facto not a qualified candidate for this position.
Please consider candidates whose credentials meet the requirement established by the
voters.
