Subject: Communication 326_against appointment of Leithead-Todd
Aloha Council:
The people of the County of Hawaii made their wishes clear to the council and the
mayor when they voted FOR a County Charter amendment REQUIRING the
Director of the Department of Environmental Management to have a degree in
Engineering or a degree in a related field.
A degree in Law is NOT a degree in a related field.
Bobby Jean Leithead Todd IS NOT QUALIFIED to be the Director of the
Department of Environmental Management.
Mayor Kenoi WAS IN GROSS ERROR TO APPOINT HER to this position.
The Council should not compound the error by rubber stamping this appointment.
As an analogy: The US Navy has long considered the qualifications to be the
commanding officer of an aircraft carrier to include the individual having been a
pilot. A supply officer or a judge advocate general officer (lawyer) or a medical
officer ARE NOT QUALIFIED.
I REITERATE: Bobby Jean Leithead Todd IS NOT QUALIFIED to be the Director of
the Department of Environmental Management.
Councilmembers should take note that the people will be watching to see if they are
interested in abiding by the County Charter as amended.
