I support the appointment of Bobby Jean Leithead Todd as the Director of the County of Hawaii's Department of Environmental Management(DEM). Bobby Jean is a proven administrator that can handle the most complex issues that come before her. Having already served as the Deputy Corporation Counsel assigned to DEM as well as the Director of the Department has given her the necessary background to address the myriad issues facing the County with respect to environmental management. The combination of her prior experience in the Department and background as an attorney clearly provides Bobby Jean with the necessary professional credentials to manage this Department. As importantly, her extensive administrative experience provides her with the ability to deal with regulators, employee unions, and the public, all of which are critically important to the running of an environmental management department. I believe Bobby Jean will be fair and reasonable in balancing the many competing interests with respect to issues facing the department.
