I write in strong support for Bobby Jean Leithead-Todd to be confirmed as the Director of Environmental Management. She is a person of impressive intelligence, focused determination, genuine caring, and clear integrity. I first met Bobby Jean nearly twenty years ago when I returned to Hawaii Island to join the then Legislative Auditors office. Bobby Jean was serving as the Legislative Auditor and immediately made an impression on me. She had high expectations of her staff, but was always ready and willing to help them meet those expectations. I remember her teaching me how to do quality research, write effective committee reports, and respond to constituents with care and professionalism. She was a hard worker and led by example. She was the first into the office and the last to leave. I also appreciated how she always reminded us to do the right thing. Bobby Jean is one of the best managers I have ever had the pleasure to work for. One of the things that struck me quickly, and developed as I got to know Bobby Jean better, was her instinctive leadership ability. Regardless of the role she was in, she always performed with a clear minded action oriented approach, especially during critical times. She has always been willing to take a stand to accomplish the task at hand. What further impresses me is that her positions have always been backed by well processed and researched evaluation. I would also like to commend Bobby Jean for choosing to live a life in public service. To have a person of her skills and experience dedicated to making our island home a better place is priceless. She loves our island home, and as I love our island as well,it gives me great comfort to know she will be leading Environmental Management.
