Regarding: Confirmation of Bobby Jean Leithead Todd to position of Director of Environmental
Management
Aloha Councilmembers:
We are writing to voice our opposition to the appointment of Bobby Jean Leithead Todd to the
position of Director of Environment Management.
Frankly, we are shocked that she is even being considered for this position. The voters approved,
overwhelmingly, a charter amendment which requires the director have an engineering degree or a
degree in a related field. Ms. Leithead Todd holds no such degree.
Adding insult to injury, Ms. Leithead Todd, in her capacity as Planning Director, issued a permit for the
Waikaku'u PUD contrary to the fact that the development did not comply with the General Plan and
the Kona Community Development Plan. Further, the Planning Director did not review the PUD
application pursuant to her constitutional duty and responsibilities with regard to the public natural
resources trust. The Planning Director's approval of this development showed total lack of
consideration for and enforcement of environmental law. Is this the person who should be director of
Environmental Management? We think not.
We ask that the County Council vote against the confirmation of Ms. Leithead Todd to the position of
Director of Environmental Management.
