I provide this letter of support without any prejudice or conflict of interest. I worked closely with Ms. Leithead-Todd during my tenure as the County of Hawaii Solid Waste Division Chief from September 2003 to July 2005 and more recently as the Director of the Department of Environmental Management from January 2009 through June 2010. Ms. Leithead-Todd's experience and qualifications, including a law degree from the William S. Richardson School of Law, will serve the department well in her return to the position she previously held in 2007 through 2008. I understand that the Department of Environmental Management faces many challenges at this time and it is my opinion that Ms. Leithead-Todd is uniquely placed to lead the department through these challenges. She and the County of Hawaii have my full support.
