REQUEST: The Hawaii Fire Department humbly requests that a resolution be drafted to authorize the acceptance of the donation of a 1999 Ford Type 5 fire engine from the Avalon Fire Departmant (AFD), Avalon, California. Assistant Fire Chief Michael Krug (AFD) suggested to the Avalon City Council that the donation be made to the Hawai'i Fire Department, primarily to serve the Laupahoehoe Volunteer Fire Company 17A. The Fire Department is also requesting that a letter of appreciation and a copy of this resolution, after it is accepted and signed, be sent to Assistant Fire Chief Michael Krug, Avalon Fire Department. and the City of Avalon City Council, Avalon, CA. to recognize this generous donation. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Avalon Fire Department is replacing this vehicle with a new vehicle and wishes to donate the vehicle to Volunteer Fire Company 17 A , in Laupahoehoe. Presently, Laupahoehoe uses a 1988 Chevy Fire Apparatus that has served the district for 13 years. The donated vehicle from AFD is smaller in size, newer, and will be an operational match for the rural area of Laupahoehoe with its many hills and narrow, paved and unpaved, roads. This vehicle will be able to access long driveways, negotiate low overhead clearances and and provide for four wheel drive access when road conditions are deteriorated. The value to the community is not porportionate to the estimated value of$3,000 placed on this vehicle, which is the cost of shipping the vehicle to Hawai'i and maintenance repairs to prepare the vehicle for service, which the Hawai'i Fire Department is responsible for. This vehicle will be a welcomed additional resource and the Hawai'i Fire Department recommends the acceptance of this donation. The Hawai'i County Charter provides that the County Council may approve such donations. On June 18, 2013 Agenda Item 8 went before Avalon City Council to; declare the vehicle surplus and choose from several options and organizations that were possibly interested in receiving it. Council unanimously approved the request by Hawaii County Fire Department. I have enclosed copies of the agenda and a recording of the meeting if you need it for your records. I expect to remove it from service sometime around the middle of July. We can work through all the transfer and shipping details as we get closer and I also can deliver it to the shipping port if necessary once you have made those arrangements. Fire Chief SUBJECT: E-1 1999 Ford Type 5 Engine Surplus Declaration RECOMMENDED ACTION(S): Declare AFD 1999 Ford Type 5 Engine (E-1) surplus and choose the final destination for h when it is removed from service, which is expected approximately by July 15th. REPORT SUMMARY: This vehicle should leave the City Avalon issues/costs inventory and leave the island completely to avoid any further maintenance associated use/storage issues. The following options are available to Avalon City Council; • Continue to try and sell the vehicle, it has been listed with a fire apparatus dealer for over a month with no interested parties. • Donate the vehicle to a mainland charity that sells the vehicle and receives the money. • The vehicle has been submitted to the California State Firefighters Association Surplus Equipment Program with no requests received. • Donate the vehicle to Hawaii County Fire Department Station 17-A Laupahoehoe HI. See attached letter and consider any nepotism issues. • Donation to the Bomberos organization that collects surplus equipment for firefighters in Mexico, they have also responded back with an interest in receiving the vehicle. FISCAL IMPACTS: None are expected, barge fees off the island were pre-paid and any transportation costs will be the responsibility of the receiving party.
