BARGAINING UNIT 12 FOR THE CONTRACT PERIOD JULY 1, 2011
THROUGH JUNE 30 2017
From Mayor William P. Kenoi, dated July 12, 2013. Authorizes the appropriation
in future years of funds to cover the cost items agreed to between the employers
and the State of Hawaii Organization of Police Officers. Cost items presented are
across-the-board increases, step movements, an increase of the firearm maintenance
allowance, and increases in Standard of Conduct Differential pay.

Comm. 353: AUTHORIZES THE PAYMENT OF FUNDS OF A LATER FISCAL YEAR AND

LARGE CAPACITY MULTI-FUNCTION COPIER FOR THE OFFICE OF THE
PROSECUTING ATTORNEY IN HILO
From Finance Director Nancy Crawford, dated July 18, 2013. Authorizes the
Mayor to enter into a five-year lease agreement for a multi-function copier at a
cost of approximately $1,000 per month.
Comm. 354: AUTHORIZES THE DIRECTOR OF FINANCE TO NEGOTIATE A LEASE OF
(Res. 149-13) REAL PROPERTY, SITUATED AT WAIAKEA, SOUTH HILO, COUNTY AND
STATE OF HAWAI'l, ADJACENT TO ONEKAHAKAHA BEACH PARK, WITH
HE OLA HOU 0 KE KUMU NIU
From Finance Director Nancy Crawford, dated July 18, 2013. Authorizes the
Finance Director to negotiate a ten year lease (with additional renewal options of
one year increments) with He Ola Hou 0 Ke Kumu Niu, a nonprofit organization,
for the real property identified as Tax Map Key: (3)2-1-014:036. The organization
wishes to use the parcel to develop and maintain a Hawaiian Cultural Center for public
education and display that will include crafts of drum and canoe carving.
Comm. 355: AMENDS ORDINANCE NO. 13-66, AS AMENDED, RELATING TO PUBLIC
(Bill 100) IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR
JULY 1, 2013 TO JUNE 30 2014
From Finance Director Nancy Crawford, dated July 18, 2013. Adds the Public Works,
Kilauea Avenue Resurfacing - County project for $1,972,000 to the Capital Budget.
Funds for this project shall be provided from General Obligation Bonds, Capital
Projects Fund -Fund Balance and/or other Sources.

Submitting Written Testimony: Those submitting written testimony at the meeting should bring fourteen
(14) copies for distribution. Public testimony may also be submitted before 12:00 noon on the business

submit separate testimony for each item.
Submitting Video Testimony: Those submitting video testimony may email a complete web address (url)
to videotestimony@hawaiicounty.gov before 12:00 noon on the business day prior to the meeting.
The email shall indicate the appropriate Committee or Council meeting, the meeting date, agenda item
(communication, bill, resolution, or report number), and number of testifiers on the video
submittal. Each video submittal shall be limited to a single agenda item. Video submittals may
contain up to three individual testifiers and shall each be up to three minutes in length. Video testimony
will not be played during the meeting; however, it will be distributed to Council Members prior to the
meeting. The Office of the County Clerk reserves the right to refuse testimony containing inappropriate
content or that is not in compliance with Council Rule 13 (Public Statements and Testimony).
