RESOLUTION NO. 154 13
A RESOLUTION REQUESTING THAT THE HAWAII STATE ASSOCIATION OF
COUNTIES INCLUDE IN ITS 2014 LEGISLATIVE PACKAGE A BILL
APPROPRIATING FUNDS TO CONSTRUCT THE DANIEL K. INOUYE COLLEGE
OF PHARMACY AND HEALTH SCIENCES BUILDING PHASE 1.
WHEREAS, the Daniel K. Inouye College of Pharmacy (College of Pharmacy) was
founded in 2006 and graduated its inaugural class in 2011; and
WHEREAS, in June 2013 the Accreditation Council for Pharmacy Education (ACPE)
decided to continue full accreditation for the College of Pharmacy for two years on a provisional
basis; and
WHEREAS, ACPE Accreditation Standard No. 27 states that"The college or school
must have adequate and appropriate physical facilities to achieve its mission and goals. The
physical facilities must facilitate interaction among administration, faculty, and students. The
physical facilities must meet legal standards and be safe, well maintained, and adequately
equipped."; and
WHEREAS, planning and design for the College of Pharmacy building is complete, but
funds have not been appropriated for construction; and
WHEREAS,the University of Hawai`i Board of Regents and Governor Neil
Abercrombie have identified the College of Pharmacy as the top capital investment request for
the University of Hawai`i; and
WHEREAS, the continued lack of funding for a permanent building for the College of
Pharmacy places its accreditation status in jeopardy; now, therefore,

BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Hawai`i State Association of Counties is requested to include in its 2014 legislative package a
bill appropriating $38,000,000 in funds for the construction of the Daniel K. Inouye College of
Pharmacy and Health Sciences Building Phase 1 project as provided in Exhibit A.
BE IT FINALLY RESOLVED that the Clerk of the County of Hawai`i is directed to
transmit copies of this Resolution to the Honorable Mayor William P. Kenoi, and to the
President and the Secretary of the Hawai`i State Association of Counties.

JUSTIFICATION SHEET
PROPOSER: Hawai`i State Association of Counties
TITLE: RELATING TO EDUCATION
PURPOSE: This proposed Bill for an Act provides $38,000,000 for
construction of a permanent facility for the Daniel K. Inouye
College of Pharmacy.
MEANS: Appropriates funds from the general revenues of the State of
Hawai`i.
JUSTIFICATION: The Daniel K. Inouye College of Pharmacy reached full
accreditation in 2011, but in 2013 the Accreditation Council for
Pharmacy Education voted to continue the school's accreditation
on a provisional basis because of the school's inadequate
physical facilities. This college serves students from throughout
the state, and construction funding remains a high priority for
the University of Hawai`i.

A BILL FOR AN ACT
RELATING TO EDUCATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
1 SECTION 1 . There is appropriated out of the general
2 revenues of the state of Hawai ' i the sum of $38 , 000 , 000 or so
3 much thereof as may be necessary for fiscal year 2014-2015 for
4 construction of permanent infrastructure and facilities for the
5 University of Hawai ' i at Hilo Daniel K. Inouye College of
6 Pharmacy.
7 The sum appropriated shall be expended by the University of
8 Hawai ' i at Hilo for the purposes of this Act .
9 SECTION 2 . This Act shall take effect upon its approval .
