Re: Capital Budget
Enclosed is a bill for an ordinance amending the Capital Budget to increase the current fiscal year's
federal appropriation of the Kaiminani Drive Roadway Improvements project by $7,555,000 and
bringing the total up to $18,000,000. This project is to improve Kaiminani Drive from Ahiahi
Street to Vicinity of Ane Keohokalole Highway to enhance traffic and pedestrian safety, and to
improve the drainage in the area.
The Department of Public Works request that this bill be waived from the Finance Committee, and
be placed on the 8/21/13 Council Agenda in order to expedite the project. If there are any

A. REQUEST:
An ordinance amending Ordinance 13-66, The Capital Budget, by increasing the Federal
appropriation for Kaiminani Drive Roadway Improvements, Ahiahi Street to Vicinity of Ane
Keohokalole Highway, in the amount of $7,555,000.00 for a new total of $18,000,000.00.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This project is to improve Kaiminani Drive from Ahiahi Street to Vicinity of Ane
Keohokalole Highway to enhance traffic and pedestrian safety, and to improve the
drainage situation in the area. The additional $7,555,000 appropriation is needed for
the construction portion.
The Department requests that this bill be waived from the Finance Committee and
proceed directly for Council's review to help expedite this project. The project is
planned to be advertised for bidding upon DOT's/FHWA's approval of the project
PS&E package, 80% funding and authorization to bid the project.

RE: Bill No. 105 : An Ordinance Amending Ordinance No. 13-66, as Amended,
Relating to Public Improvements and Financing Thereof for the Fiscal Year July 1, 2013 to
June 30, 2014.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
