Re: Capital Budget
Enclosed is a bill for an ordinance amending the Capital Budget to increase the current fiscal year's
appropriation of the Mamalahoa Highway Widening project by $750,000 of which $600,000 is
provided by federal funding, and $150,000 by the County, bringing the total up to $800,000. This
project has been expanded to improve thirteen additional intersections by widening, and adding left-
turn pockets along the Mamalahoa Highway, in the town of Waimea, South Kohala, Hawai`i.
The Department of Public Works request that this bill be waived from the Finance Committee, and
be placed on the 8/21/13 Council Agenda in order to expedite the project. If there are any

A. REQUEST:
An ordinance amending Ordinance 13-66, The Capital Budget, by increasing the Federal
appropriation for Mamalahoa Highway (Route 19) Widening, in the amount of $600,000.00 for a
new total of $640,000.00 and by increasing the County appropriation in the amount of $150,000
for a new county total of $160,000.00.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This project has been expanded to improve thirteen (13) additional intersections, by
widening and adding left-turn pockets, along the Mamalahoa Highway, in the town of
Waimea, South Kohala, Hawaii. This is an increase in the appropriation to allow the
consultant design services. The $640,000 appropriation for Federal funding is needed
for the planning, design and engineering of the project. The County's matching
funding, for the same will be $160,000.

RE: Bill No. 106 : An Ordinance Amending Ordinance No. 13-66, as Amended,
Relating to Public Improvements and Financing Thereof for the Fiscal Year July 1, 2013 to
June 30, 2014.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
