, ,, Comm. 932 : LOWERING OF TAX RATE FOR SMALL TRUCKS AND
(Bill 423 ) OTHER NON--COMMERCIAL VEHICLES
From Mayor Herbert T. Matayoshi dated September 15,
1978, submitting for adoption, an ordinance bill
which lowers the tax rate for small trucks and other
non-commercial vehicles, provided by Act 69,
SLH 1978. Under Act 69, trucks or non-commercial
motor vehicles having a net weight of 6500 pounds
or less and not used for compensation or com-
mercial purpose shall be taxed at the passenger
vehicle rate (1/2 cent per pound) instead of the
higher truck rate (one cent per pound) .
Informs the ordinance will not have retroactive
effect, but they estimate the current year ' s
highway fund revenues from motor vehicle weight
taxes will be reduced by some $240,000 if 75 percent
conversion to low rates will be made next year
during the renewal period;
recommends Council receive and file the communication and approve
and adopt Bill 423, relating to County vehicle taxes and fees,
on first reading.

Comm. 932 :
The purpose of the bill is to comply with Act 69, SLH 1978, which
mandates that "the rate and minimum tax for a truck or non-commercial
motor vehicle shall be the same as provided for a passenger vehicle
if: (1 ) the truck or non-commercial motor vehicle has a net weight
of 6,500 pounds or less; and ( 2) the owner submits proof to the
director of finance that the truck or non-commercial motor vehicle
is not being operated for compensation or commercial purposes. "
