Authorizes the Finance Director to negotiate a ten year lease (with additional renewal options of one year increments) with He Ola Hou O Ke Kumu Niu, a nonprofit organization, for the real property identified as Tax Map Key: (3)2-1-014:036. The organization wishes to use the parcel to develop and maintain a Hawaiian Cultural Center for public education and display that will include crafts of drum and canoe carving.
