HomeMy WebLinkAboutREP HSPWC 106 03/23/1994 1992-1994 REPORT OF THE COMMITTEE ON HUMAN SERVICES AND PUBLIC WORKS DATE: March 9, 1994 PLACE: Councilroom TIME: 10 :40 a.m. and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Human Services and Public Works, to which was referred Communication No . 908 and its attached Bill No. 213, reports as follows : Bill No. 213 amends Chapter 24, Article 4 of the Hawaii County Code 1983, relating to motor vehicle fees by creating a fee to pay for disposal and recycling of abandoned automobiles and automobile parts . This Bill would establish an annual $4 .00 fee for all automobile owners, paid at the time of their vehicle registration renewal . Your Committee was informed that the number of junked and abandoned motor vehicles and automotive parts within the County has increased in recent years potentially creating major health and safety problems and spoiling the beauty of the island. Your Committee was also informed that automoblies and their parts contain substances which may be toxic and cause serious environmental problems, and because of the significant potential for the County to incur liability under state and federal environmental law, it is imperative that the County attempt to control the situation. At the March 9 , 1994 Committee meeting, Bill No. 213 , Draft 2, was presented to your Committee. Bill No. 213, Draft 2, amends Bill No . 213 by including a section which would establish an abandoned automobile disposal and recycling fund in which the collected fees would be deposited. Your Committee was advised that with approximately 110, 000 vehicles registered in the County, a fund containing approximately $440, 000 would be created which would be used to pay for the removal, disposal, and recycling of abandoned vehicles and automobile parts . This fund would relieve the Beautification Fund which is presently where the money for automobile removal and disposal comes from.
