Your Committee on Finance, to which was referred Bill 239, reports
as follows :
The purpose of Bill 239 is to amend Section 2-154, Article 28,
Chapter 2, Hawaii County Code, relating to the description of the
County Seal .
It was discovered that facsimiles of the County Seal were not
consistent with the design criteria denoted in subsection 2-154(a) ,
Hawaii County Code.
The purpose of this ordinance is to amend subsection 2-154(a) to
have the description of the County Seal reflect the design as
delineated by the replica of subsection 2-154 (b) . To resolve the
discrepancy in the least expensive and equitable manner, it was
considered to be in the best interest of the County to have the
description of the County Seal amended to agree with the facsimiles
used and generally accepted by the public for many years .
To effect the change in subsection 2-154 (a) , all reference to
"a man in" the canoe and the numeric designation of "eight" coconut
trees and "eight" sun beaming rays are deleted. The entire
sentence, "the coconut trees and rays of the sun represent the eight
major islands of the Hawaiian chain" , is also deleted.
Communication from the Legislative Auditor explains that while
processing the order for a County Seal for use by the Real Property
Tax Department, it was noticed that facsimiles of the County Seal
did not agree with the description in the County Code, namely, there
was no man in the canoe and there were more than eight coconut trees
and more than eight sun rays .
In assessing the problem, Purchasing Department personnel concurred
that the corrections to the facsimiles now in use will be more
costly than to amend the County Code and acquire new seals for the
Clerk' s Department and the Real Property Tax Department.
The ordinance shall take effect upon its approval .

Your Committee on Finance is in accord with the intent and purpose
of Bill 239 and recommends that it pass first reading.
