Re: Proposed sale of Real Property
The County's Office of Housing and Community Development (OHCD) proposes to sell real
property in the Kamakoa Nui Workforce Housing Community at Waikoloa to the Hawai`i Island
Community Development Corporation (HICDC). Kamakoa Nui was developed by the County
of Hawai`i and is overseen by the OHCD. HICDC is a nonprofit organization, whose mission is
to provide low and moderate income families with adequate housing and to acquire, construct
and provide housing and related facilities suited to the special needs and living requirements of
eligible occupants. Since their founding in 1986, they have successfully completed 274 self-help
homes in Hawai`i County, with another 10 homes under construction in Hawaiian Paradise Park,
and have agreed to construct homes on this land which meet the specifications of the Kamakoa
Nui community development plans.
Enclosed is a resolution authorizing the Finance Director to negotiate the sale of real property to
HICDC, and to authorize the Mayor to execute this sales agreement.

A. REQUEST:
Resolution for the sale of fee simple land to Hawai'i Island Community Development Corporation, a non
profit organization that will develop affordable housing on the land.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
WHEREAS, Section 2-120 (a) provides that the Council of the County of Hawaii may, by resolution
approved by a majority of its members, direct the finance director to negotiate the disposition of real property
by: (1) Selling it in fee simple at such price and on such terms and conditions deemed proper to
governments and governmental agencie authorized to hold lands in fee simple, to nonprofit organizations to
develop affodable housing.
