Re: Capital Budget
Enclosed is a bill for an ordinance amending 13-66,the Capital Budget, by adding an appropriation
of federal funds (ARRA) for Title 23 projects in the amount of$251,365. The Ane Keohokalole
project required HELCO to install an underground line extension to power streetlights. This was
paid for with ARRA funds, and in accordance with HELCO's Rule No. 13, part of this cost is
refundable based on income generated by the line extension over a five year period, up to $251,365.
Enclosed is a bill for an ordinance to add the project titled"Title 23 Projects", and appropriating
$251,365 to the Capital Budget.

A. REQUEST:
Amend Ordinance 13-66 of the Capital Budget by adding the following Appropriations:
Revenue: Title 23 Program Income $ 251,365.00
Expenditure: Title 23 Projects— Federal $ 251,365.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Ane Keohokalole Project required HELCO to install an underground line extension (cables,transformers,
switchgears) to power our street lights. It also required HELCO to install an overhead line extension to
power the Keahuolu Interpretive Center which was constructed as part of our efforts to mitigate the adverse
effects of our project on historic properties. We paid HELCO for their work with American Recovery and
Reinvestment Act funds which were 100% federal funds. Based on HELCO's Rule No. 13, part of this cost
is refundable. The refundable amount will be based on income generated by the line extension over a five
year period up to a maximum amount of$251,365.00.
Per discussions with State Department of Transporation and the Federal Highways Administration (FHWA),
the County can keep all of the HELCO refund but it can only be expended on projects that would normally
qualify for FHWA funding (Title 23 projects).
