Your Committee on Finance, to which was referred Communication No. 379, reports as follows:
Communication No. 379, transmitted by Mayor William P. Kenoi dated July 31, 2013, requests
review and favorable recommendation of the nomination of Mr. Douglass S. Adams to the
County of Hawaii Board of Ethics.
Mr. Adams is a member of the W.H. Shipman, Ltd. Board of Directors and has served for the
past 21 years. He is currently a member and president -elect of the Rotary Club of Hilo, and is a
member of the Board of Directors for the Boys and Girls Club on the Big Island. Mr. Adams
states he is not affiliated with any political party. If confirmed, he will serve a term to expire on
December 31, 2017, replacing David Heaukulani whose term expired on December 31, 2012.
Ms. Char Shigemura, Executive Assistant to Mayor Kenoi, came forward to introduce Nominee
Adams. She provided background information, expressed the Mayor's support, and requested
the Council's favorable action of this appointment.
Mr. Adams expressed his desire to serve the public, while maintaining community trust in
government.
Several Council Members spoke in support of Mr. Adams's nomination to the County of Hawaii
Board of Ethics.
Mr. Adams is not required to be present at full Council for final confirmation.
Pursuant to Article XIV, Section 14 -5, of the Hawaii County Charter (2012 Edition), there shall
be a board of ethics appointed by the Mayor with the approval of the Council.

Your Committee on Finance is in accord with the purpose and intent of Comm. No. 379, and
recommends confirmation of the appointment of Mr. Douglass S. Adams to the County of
Hawaii Board of Ethics.
