RESOLUTION NO. 170 13
A RESOLUTION URGING THE HAWAII STATE LEGISLATURE AND THE
GOVERNOR TO SUPPORT AND PROVIDE FUNDING FOR THE HIGHEST
PRIORITY CAPITAL IMPROVEMENT PROJECTS IN THE COUNTY OF HAWAII.
WHEREAS, according to the 2010 Census, the County of Hawai`i has a population of
185,079 and land area covering approximately 4,028.42 square miles, which is large enough to
hold all the other islands with ample room to spare (total area for all other islands combined is
approximately 2,395 square miles); and
WHEREAS, the capital improvements budget for the County of Hawai`i for the fiscal
year 2013-2014 is $265,455,000; and
WHEREAS, the debt service ratio for the County of Hawai`i is 12.6 percent of our
general fund expenditures for the fiscal year ending June 30, 2013; and
WHEREAS, while the County of Hawai`i makes a diligent effort to complete as many
capital improvement projects as possible to improve the health, safety, and welfare of our
residents, there are still many vital projects that are on hold due to lack of funds; and
WHEREAS, assistance from the State to fund the County's highest priority capital
improvement projects will help to improve the quality of life for our residents; and
WHEREAS, the Hawai`i County Council has created a list of capital improvement
projects throughout Hawai`i Island (one project per council district) that are in need of funding;
and
WHEREAS, the capital improvement projects are ranked by priority as follows:

WHEREAS, the Hawai`i County Council feels that it is more effective to submit one
priority list as a unified Council rather than nine separate lists from each district; and
WHEREAS, this priority list, as shown in detail in Exhibit A, will be sent to our
Legislators for the 2014 Legislative Session; and
WHEREAS, each Council Member is responsible for providing documentation (e.g.,
plans and designs, maps, costs, etc.) of their district project upon request by our State
Legislators; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
respectfully requests the Hawai`i State Legislature and the Governor to support and provide
funding for the highest priority capital improvement projects listed above.

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Honorable Governor Neil Abercrombie, the Honorable Senate President Donna
Mercado Kim, the Honorable Senate Vice President Ronald D. Kouchi, the Honorable House
Speaker Joseph M. Souki, the Honorable Speaker Emeritus Calvin K.Y. Say, the Honorable
Vice Speaker John M. Mizuno, the Honorable Senate Ways and Means Committee Chair David
Y. Ige,the Honorable House Finance Committee Chair Sylvia Luke, all State Senators and
Representatives for the County of Hawai`i, the Honorable Mayor William P. Kenoi, and the
Director of Finance.
