No. 165-13 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 10:54 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 165-13, reports as follows: <br /> Resolution No. 165-13, transmitted by Finance Director Nancy Crawford, via Communication No. 397 <br /> dated August 15, 2013, authorizes the Finance Director to sell real property in the Kamakoa Nui <br /> Workforce Housing Community at Waikoloa to Hawai`i Island Community Development Corporation. <br /> The Hawai`i Island Community Development Corporation(HICDC) is a nonprofit organization whose <br /> mission is to provide low and moderate income families with adequate housing and acquire, construct, <br /> and provide housing to eligible participants. HICDC has the funding to purchase 10 lots in the Kamakoa <br /> Nui Workforce Housing Community and intends to construct homes according to Kamakoa Nui's plans <br /> and specifications. <br /> Housing Administrator Stephen Arnett spoke on behalf of Res.No. 165-13 and explained the self-help <br /> housing program. He stated that all of the labor is done by the residents; however, the plumbing and <br /> electrical must be done by a licensed contractor, as required by state law. Residents receive low mortgages <br /> in exchange for their hard work and "sweat equity." <br /> Pursuant to Section 2-120 (a) (1), Hawai`i County Code, the Council of the County of Hawai`i may, by <br /> resolution approved by a majority of its members, direct the finance director to negotiate the disposition <br /> of real property by"[s]elling it in fee simple at such price and on such terms and conditions deemed <br /> proper to governments and governmental agencies authorized to hold lands in fee simple, to nonprofit <br /> organizations to develop affordable housing, or to affordable housing developers." <br /> Your Committee on Finance is in accord with the purpose and intent of Resolution No. 165-13, and <br /> recommends its adoption. <br /> sc <br /> AYES NOES A&E EX Respectfully submitted, <br /> EOFF X <br /> FORD X COMMITTEE ON FINANCE <br /> ILAGAN X <br /> KANUHA X <br /> KERN X <br /> ONISHI X <br /> POINDEXTER X VALERIE T.
