No. 398/Bill No. 116 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 10:54 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 116, reports as follows: <br /> Bill No. 116, transmitted by Finance Director Nancy Crawford, via Communication No. 398 dated <br /> August 15, 2013, amends Ordinance No. 13-66, as amended, relating to public improvements and <br /> financing thereof for the fiscal year July 1, 2013 to June 30, 2014. The amendment is as follows: <br /> PUBLIC WORKS <br /> Title 23 Projects - Federal <br /> (110.399.5399.51) $ 251,365 <br /> Funds for this appropriation increase shall be provided from: <br /> Title 23 Program Income - ARRA $ 251,365 <br /> The proposed bill adds the Public Works, Title 23 Projects - Federal ($251,365) to the Capital <br /> Budget. Funds for this project shall be provided from Title 23 Program Income - American <br /> Recovery and Reinvestment Act (ARRA) ($251,365). The Ane Keohokalole Project required <br /> HELCO to install an underground line extension to power the streetlights, as well as overhead lines <br /> to power the Keahuolu Interpretive Center. The County paid HELCO for the work with ARRA <br /> funds. This bill appropriates the refundable amount, which will be based on income generated by <br /> the line extension over a five-year period. <br /> There was no discussion on this measure. <br /> Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget <br /> for that year with a two-thirds vote. <br /> FC Report No. 89 <br />
