Your Committee on Finance, to which was referred Bill No. 116, reports as follows:
Bill No. 116, transmitted by Finance Director Nancy Crawford, via Communication No. 398 dated
August 15, 2013, amends Ordinance No. 13-66, as amended, relating to public improvements and
financing thereof for the fiscal year July 1, 2013 to June 30, 2014. The amendment is as follows:
PUBLIC WORKS
Title 23 Projects - Federal
(110.399.5399.51) $ 251,365
Funds for this appropriation increase shall be provided from:
Title 23 Program Income - ARRA $ 251,365
The proposed bill adds the Public Works, Title 23 Projects - Federal ($251,365) to the Capital
Budget. Funds for this project shall be provided from Title 23 Program Income - American
Recovery and Reinvestment Act (ARRA) ($251,365). The Ane Keohokalole Project required
HELCO to install an underground line extension to power the streetlights, as well as overhead lines
to power the Keahuolu Interpretive Center. The County paid HELCO for the work with ARRA
funds. This bill appropriates the refundable amount, which will be based on income generated by
the line extension over a five-year period.
There was no discussion on this measure.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with a two-thirds vote.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 116, and
recommends its passage on first reading.
