The grant funds will be used to allow the Hawaii County Police Department to conduct additional DUI checkpoints during the National DUI Campaign. In the current fiscal year's budget, $187,367 is appropriated for grant. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the additional funds into the Department's Roadblock program account and bringing the total grant appropriation to $199,867. Addendum (For Highway Safety Office Use Only) This addendum increases HCPD's Personnel Costs by $12,500 to supplement remaining funds to conduct an additional 13 sobriety checkpoints (a total of 28) during the Impaired Driving National Enforcement Crackdown, Aug. 16 — Sept. 2, 2013. HCPD is estimating $800 per checkpoint x 28 checkpoints = $12,400. Currently, HCPD has $12,500 to conduct approximately 15 sobriety checkpoints for the remaining FFY 2013. Per HCPD, the shortcoming in funds is a result of overtime incurred when officers make arrests at the checkpoints during FFY 2013. HCPD was not able to factor the cost into their original Detailed Budget prior to the start of the grant year as it is hard to predict if an arrest will be made at the checkpoint, thus needing overtime for the officer. The total funding amount for this grant has increased from $155,925.00 to $168,425.00.
