Enclosed is a bill for an ordinance amending the Operating Budget by appropriating
$10,000 from the Liquor Control Fund Balance Reserve Account to the Department of
Liquor Control's Public Programs account. The funds will be used to support the Mayor's
Traffic Safety Program and to assist the costs of traveling incurred by The Pantry's Friday
Night Crew Youth Group, who has played a key role in the prevention of underage
drinking and drug use in Hawaii County for the past several years. They attended training
with the Community Anti -Drug Coalitions of America in California and Texas in order to
provide education to our local community and requested funds to pay for their airfare
expenses for this event, along with conference fees for two of the attending members.

The Department of Liquor Control would like to transfer $10,000 from our Liquor Control Fund Balance
Reserve Account to the accounts listed below:
010.251.5251.39.115 (Public Programs) $10,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Pursuant to Rule 2 -3E of the Rules and Regulations of the Liquor Commission of the Department of Liquor
Control of the County of Hawai'i, State of Hawai'i, the Director is authorized to "designate a portion of fine
monies collected for use in programs to promote compliance to liquor laws. Such programs may include, but
is not limited to enforcement, public service announcements, promoting responsible drinking and driving,
youth programs and education."
Continue public programs by assisting with funding for:
1) Mayor's Traffic Safety Program - $5,000.00
2) Hawai'i County Office of Management Project Assistance Request from The Pantry - $4,962.32.
Funding will be used to assist with travel costs incurred by The Pantry's Friday Night Crew (FNC) Youth
Group. This group has played a key role in Hawai'i County's underage drinking and drug use prevention
for the last several years. FNC attended training with the Community Anti -Drug Coalitions of America
(CADCA) in Los Angeles and Venice Beach, California and Austin, Texas and will provide education
within the community.
