REPORT OF THE <br /> COMMITTEE ON AGRICULTURE, WATER <br /> AND ENERGY SUSTAINABILITY <br /> REGARDING: Comm. No. 421/Bill No. 129 <br /> DATE: September 17, 2013 <br /> LOCATION: Council Chambers, Hilo, Hawai`i <br /> TITLE: An Ordinance Amending Chapter 14, of the Hawai`i County Code 1983 <br /> (2005 Edition, as Amended), by Adding a New Article Relating to a <br /> Hydraulic Fracturing Policy. <br /> EXPLANATION: This bill prohibits hydraulic fracturing or the practice of hydraulic <br /> fracturing by any other name in the County of Hawai`i. <br /> Council Members discussed: <br /> (1) That this is a County home rule issue; <br /> (2) Concerns that hydraulic fracturing uses large amounts of water and <br /> chemicals that would contaminate ground water and reefs; <br /> (3) Concerns that hydraulic fracturing could cause an increase in <br /> earthquakes; <br /> (4) That Hawaiian cultural beliefs and practices need to be respected, and <br /> (5) The penalty fines need to be increased. <br /> AMENDMENTS: Comm.
