Therefore I would not support this measure as a substitute for taking action on a GMO ban, or unless Bill 109 and/or Bill 113 (either singly or combined with amendments one to the other) has already been passed by the Hawaii County Council. It just makes it look like you might not be serious about enacting a ban. Furthermore, it would seem only an outright ban (Bill 109) would be compatible with this measure.
