Aloha Council members:
According to my reading of the request for discussion and creation of an Ad Hoc Committee before the
Public Safety and Mass Transit Committee on 9.4.13, the formation and/or findings of any such
Committee would not be relevant in the absence of any County of Hawaii ordinance(s) restricting the
cultivation, propagation or development of genetically engineered crops and plants. Therefore I would
not support this measure as a substitute for taking action on a GMO ban, or unless Bill 109 and/or Bill
113 (either singly or combined with amendments one to the other) has already been passed by the
Hawaii County Council. It just makes it look like you might not be serious about enacting a ban.
Furthermore, it would seem only an outright ban (Bill 109) would be compatible with this measure.
Why exempt papaya and then study if it can coexist? Thank you for your consideration of
my testimony.
