Your Committee on Finance, to which was referred Bill No. 125, reports as follows:
Bill No. 125, transmitted by Finance Director Nancy Crawford, via Communication No. 416 dated
August 28, 2013, amends Ordinance No. 13-65, as amended, the Operating Budget for the County of
Hawai`i for the fiscal year ending June 30, 2014. The amendment is as follows:

These funds will be used to increase the number of Driving Under the Influence enforcement arrests
for fiscal year 2013-2014.
Council Member Kanuha spoke in support of Bill No. 125; however, he recommended that the
Finance Department set up a corporate account to help save on baggage fees that might be incurred
by the officers during off-island travel for training.
Police Sergeant Robert Pauole of the Traffic Services Division appeared before Your Committee for
questions. He reported that when making off-island travel arrangements for the officers, he uses a
Gold card or Premier card to help save money on baggage fees, and noted that their travel expense
account usually has an excess of funds leftover for unexpected training and travel expenses.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 125, and
recommends its passage on first reading.
