Your Committee on Finance, to which was referred Bill No . 709 ,
reports as follows :
The purpose of Bill No . 709 is to amend Ordinance No . 92-73 , the
Operating Budget for the fiscal year ending June 30, 1993 , by
appropriating $30 , 000 into the General Fund 3304 . 76, State Grant-Film
Promotion and credit the Research and Development Misc. Contractual
Services account (010-161-5161 . 02-115) for same.
The Committee on Finance understands that the funds from the State
Grant-Film Promotion comes from a state matching fund. The County' s
share was approved by Resolution No . 510-92, which authorized $25, 000
to be transferred from the County Council ' s Misc. Contractual
Services account (010-101-5101 . 02-115) to Research and Development
Misc. Contractual Services account (010-161-5161 . 02-115) , for film
promotion on the Big Island.
The Committee further understands that $5, 000 of private money will
be provided by Hawaii Island Economic Development Board for the
International Film Festival .
It is further understood that a contract from the State Department of
Business, Economic Development and Tourism (DBEDT) is being prepared
for the County' s signature for the purpose of film promotion in the
County of Hawaii .
At the November 30, 1992 Finance Committee meeting, the Finance
Committee members requested that Mr . Neil Callaghan submit to all of
the Council members a copy of the Big Island Film & Video
Association, Inc. (BIFAVA) proposal before the next Council meeting .
The Committee understands that the BIFAVA proposal should outline
their goals and Operating Budget for the Fiscal Year 1992-1993 .
The Committee on Finance is in accord with the intent and purpose of
Bill No . 709 and recommends that it pass first reading .
