Your Committee on Finance, to which was referred Bill No . 690,
reports as follows :
The purpose of Bill No . 690 is to amend Chapter 2, Hawaii County Code
1983 , by adding a new article to establish formal procedures for the
acceptance of gifts and donations . This new article will be
designated as Gifts and Donations .
Pursuant to Section 13-12 of the Hawaii County Charter, the Council,
on behalf of the County, may accept gifts and donations of money,
securities or other personal property or of real estate or any
interest in real estate.
The Committee on Finance expressed concern that there is no
consistent monitoring of the acquisition of gifts, donations and
contributions from developers for community benefit assessments .
The Committee finds that it is in the County' s best interest to
establish procedures by which gifts, donations and contributions are
to be reviewed, considered and accepted.
At the November 2, 1992 Finance Committee meeting, the members felt
that they did not have sufficient time to examine the capitalization
procedures of the County and requested that the Finance Department
submit the procedures for their review.
The Committee on Finance is in accord with the intent and purpose of
Bill No . 690 and recommends that it pass first reading.
