Your Committee on Finance, to which was referred Resolution
No. 539-92, reports as follows :
The purpose of Resolution No . 539-92 is to create one (1) Police
Officer II, P0-7, position in the Hawaii County Police Department,
for as long as the State Legislature provides funding for the State
Gang Response System Grant .
Section 5-1.3 (c) of the Hawaii County Charter states that the Mayor
has the power to create a position of an agency where such position
has not been created by this charter, for which appropriations have
been made by the council .
Act 189 , 1990 Session Laws of Hawaii , appropriated funding for the
development of a coordinated youth gangs response system to maintain
control of gang situations .
The Committee on Finance understands that the funding for the Gang
Response System will be provided through a state grant from the
Office of Youth Services, Department of Human Services, to be used
for the salary of one Police Officer II .
The Committee understands that the grant mandates the Police
Officer II to concentrate on juvenile prevention and enforcement
programs for gang members and troubled youths .
The Committee further understands that if future funding of the
Police Officer II position is not received from the State Grant, the
County will either continue funding or abolish this position.
The Committee on Finance concurs with the intent and purpose of
Resolution No . 539-92 and recommends its adoption.
