Your Committee on Finance, to which was referred Resolution No. 537-92, reports as follows : The purpose of Resolution No . 537-92 is to amend the Salary Ordinance No. 92-75, Section 8 . 02(d) , Office of Housing and Community Development, Office of the Mayor, by creating new professional classes and deleting old professional classes and reclassifying the positions . Pursuant to Section 3-13 of the County Charter, all persons employed by the county, except those whose pay is otherwise provided, shall be paid in accordance with a pay plan enacted by ordinance. Pursuant to Section 7-1. 5 of the County Charter, all positions in the service of the county shall be classified with a position classification plan, and all persons holding such positions shall be compensated as provided by the compensation law of the state. Pursuant to Section 76-23 of the Hawaii Revised Statutes, an appointing authority may fill a vacant position in the authority' s department by promoting any regular employee in the department without examination when the following conditions are met : a . The employee to be promoted is a regular employee in the appointing authority' s department and the movement is from a position in which the employee last held permanent appointment; b. The employee meets the minimum class qualification of the position to which the employee is to be promoted, and if the position is in the same or related series as the position held by the employee provided that when there is no material difference between the qualification of the employees concerned; c. The employee has not received a promotion without examination during the preceding twelve-month period other than a temporary promotion without examination; d. The employee with the longest continuous civil service employment within the county granting the promotion shall receive first consideration when there is no material difference between the qualification of employees concerned. FC REPORT Noy 632 ADOPTED: NG�d• 1 192 r r FC- 632 Page 2 November 2, 1992 The Committee on Finance understands that a new series of professional classes were created to better describe the work being performed to accomplish the objectives of the agency to service the public . The new classes defines the responsibilities of the position to comply with the changing program requirement . The Committee further understands that some of the amendments are retitling of positions only, while others are reallocation of positions due to promotion within the department on account of the greater responsibilities and duties outside. At the November 2, 1992 Finance Committee meeting, the Committee members were informed by the Office of Housing and Community Development that their budget included the reallocation rate. The Committee was further informed that the OHCD has been working on the reallocation program since 1988 . The Committee on Finance concurs with the intent and purpose of Resolution No . 537-92 and recommends its adoption.
