Your Committee on Finance, to which was referred Bill No . 693 ,
reports as follows :
The purpose of Bill 693 is to amend Ordinance 92-74, the Capital
Budget for the fiscal year ending June 30, 1993 , by appropriating
funds for lapsed Capital Improvement Projects .

The Committee understands that the contracts are federal programs
that are in progress or about to be implemented and continued funding
is necessary to cover change orders, change in project scope,
training of personnel, preparation of operation and maintenance
manuals, start-up services, and preparation of plan of operation
manuals .
In amending Bill 692, your Committee included $15, 000 in the Transfer
to Capital Account for the extension to the Laupahoehoe Fire Station,
a Capital Project . Your Committee has amended Bill 693 to establish
the project in the Capital Project Fund.
The Committee on Finance is in accord with the intent and purpose of
Bill 693 , Draft 2, and recommends that it pass first reading.
