Your Committee on Finance, to which was referred Bill No . 691,

The purpose of Bill No . 691 is to amend Ordinance 92-73 , the
Operating Budget for the fiscal year ending June 30 , 1993 , by
appropriating $42, 800 to Federal Grants-Ret . Sr . Vol . Prog . (RSVP) ,
(010-000-3301 . 14-000) and appropriating same to the following
expenditure accounts :

The Committee on Finance understands that additional federal grants
became available for the Retired Senior Volunteer Program.
At the November 2, 1992 Finance Committee meeting, the Committee
members expressed concerns about the drug-free requirements and
compliances . The Finance Director assured the Committee that the
P&R-EAD-RSVP staff members were being monitored by the federal
government through random audits and there were certified compliances
in writing .
Your Committee on Finance is in accord with the intent and purpose of
Bill No . 691 and recommends that it pass first reading .
