Your Committee on Finance, to which was referred Bill No . 686,
reports as follows :
The purpose of Bill No . 686 is to amend Ordinance 92-74 , the Capital
Budget for the fiscal year ending June 30, 1993 , to provide funding
of $80, 000 for planning and design for a Kalopa By-Pass/Sand Gulch
Road.
Pursuant to Chapter 10-6 of the County Charter, it states that at any
time during the fiscal year, the council may amend the Capital Budget
by two-thirds vote of the entire council .
The Committee on Finance understands that the Kalopa Mauka road,
especially near the Sand Gulch area, has had an increase in usage and
therefore an alternate route to the State Highway has been requested.
The Committee understands that the $80, 000 will be used to provide
the planning and design for a Kalopa By-Pass/Sand Gulch Road. It is
also understood that appropriate property owners along the proposed
by-pass road indicated their willingness to participate in
negotiating and even granting easements for this project .
The Committee further understands that there has been no funds
appropriated for this project .
The Committee would like to have the Tax Map Key provided for the
site in question and, also, plans of alternate routes . The Committee
understands that plot plans can only be provided when there is
funding for planning and design.
The Committee understands that the State has indicated that they will
particiapte in the funding of the Kalopa By-Pass Road.
The Committee on Finance concurs with the intent and purpose of
Bill No . 686 and recommends that it pass first reading .
