Your Committee on Finance, to which was referred Bill No. 667,
reports as follows :
The purpose of bill No. 667 is to amend Ordinance 92-73, the
Operating Budget for the fiscal year ending June 30, 1993 , by
appropriating $20, 000 from the Bicycle License account (3201 . 24) and
appropriating same to the Bicycle Education account
(060-321-5321 . 02-341) .
Section 249-17. 5 of the Hawaii Revised Statutes states that all fees
collected through the annual taxes of bicycles and mopeds shall be
deposited in a Bikeway Fund and expended for the purpose of bikeways .
Ordinance 435, adopted in 1979 , relating to a Bikeway Plan for the
County of Hawaii , states that education is an integral part of
providing a bikeway system. To achieve a level of operational
safety, attention must be given to educate the cyclist at an early
age.
The bikeway Plan mandates that education programs for bicyclists and
the public at large must be conducted. These include sponsorship of
bicycle safety programs by civic and community organizations and
utilization of various media to increase public awareness of bicycle
safety.
Chapter 2, Article 25, Section 2-2-139 (a) (1) of the Hawaii County
Code states that grants made to non-profit organizations by the
County shall be made before December 31 to be available in the
ensuing fiscal year for funding request .
Your Committee understands that the Bicycle Education Program
(060-321-5321 . 02-341) is a new account .
Your Committee on Finance would like the following questions answered
before approving Bill No. 667 :
1 . Is there any assurance that Kona Community Safety
Lane, Inc . can raise the additional funds to carry
out the project if the County allocates $20, 000?
2 . Is there a contract for review?
3 . Is the Director ' s position necessary?
4 . Is the project to be island-wide?
5 . Is the purchase of the bicycles necessary?
6 . Is there a fee to be charged for the safety class?
7 . Is the purchase of the helmet and water bottle
necessary?

Your Committee further understands that the representatives from Kona
Community Safety Lanes, Inc. were not informed in time to be present
for the Finance Committee meeting but will be available for future
meetings .
At the October 7, 1992 Council meeting, the Council referred
Bill No. 667 back to the Finance Committee for further review. There
were discussions to the effect that a contract should be presented to
the Finance Committee members for review.
• At the October 19 , 1992 Finance Committee meeting, the Committee
members expressed concern about the continuity of the Bicycle
Education Program. To assure the continuity of this program, the
Finance Committee wants the equipment to be reverted back to the
County or to the organization that will be taking over the Bicycle
Education Program to be included into the contract .
The Committee would like to have the contract for review by the next
Council meeting .

Your Committee on Finance is in accord with the intent and purpose of
Bill No . 667 and recommends that it pass second and final reading .
