COMMITTEE ON FINANCE

Your Committee on Finance, to which was referred Bill No . 659 ,
reports as follows :
The purpose of Bill No. 659 is to amend Ordinance 92-73 , the
Operating Budget for fiscal year ending June 30, 1993 , by
appropriating revenues in the amount of $11, 260 to the General Fund
State Grant Tree Planting Program account (3304 . 74) and appropriating
same to the General Fund Tree Planting Program (010-505-5505 .48-341) .
Your Committee understands that a grant from the Department of Land
and Natural Resources (SBA Natural Resources Development Program) was
approved to plant shade trees around the Hilo bayfront soccer fields
and the Kailua Park (former Kona airport site) . It is also
understood that funding will be reimbursed after the project is
completed.
Your Committee further understands that the Tree Planting Program is
a new program and General Fund State Grants - Tree Planting Program
(3304 . 74) and General Fund Tree Planting Program
(010-505-5505 .48-341) are new accounts .
The Committee was concerned about the possible destructive nature of
the shade trees to the surrounding area and the conflicting use to
the recreation area and, therefore, would like to have a copy of the
landscape plan and a time schedule for the completion of the "Tree
Planting Project" from the Department of Parks & Recreation.
On September 16, 1992, the Council moved for the passage of
Bill No . 659 on first reading and referred it back to the Committee
on Finance.
On October 5, 1992, the Committee has again placed concerns about the
number of trees as well as the type of trees to be planted in the
Hilo Bayfront Soccer Fields . The Committee believes that the growth
of the monkey pod trees would be too extensive and will provide too
much shade, thereby creating a muddy area and, therefore, would not
be conducive for soccer . The Committee would like the Department of
Parks and Recreation to look for alternative types of trees that
might be used in place of monkey pod.

Your Committee on Finance is in accord with the intent and purpose of
Bill No . 659 and recommends that it pass second and final reading.
