Your Committee on Finance, to which was referred Resolution No . 526-92, reports as follows : The purpose of Resolution No . 526-92 is to create five (5) new positions with related equipment in the Tax Mapping Section of the Department of Finance, Real Property Tax Division. Pursuant to Article V, Section 5-1 . 3 (c) of the Hawaii County Charter, it states that the Mayor has the power to create a position where such position has not been created by this Charter, for which appropriations have been made by the Council . The Committee on Finance understands that the Tax Mapping Section of the Real Property Tax Division will carry out the function of the Tax Mapping Service previously contracted with the City and County of Honolulu. The Committee understands that the tax mapping service consists of abstracting title information from documents recorded at the Bureau of Conveyances, the drawing and production of tax maps, and the maintenance of records and a referral system. The Committee further understands that the Central Services Agreement Contract with the City and County of Honolulu for 1992-93 has not been signed although $413 , 000 is budgeted in the current year . The Committee further understands that $198, 971 will be transferred from 010-121-5125 . 02-115, the Real Property Tax Miscellaneous Contractual Services account, into the following accounts : 010-121-5125 . 01-011 Regular S&W $65, 121 010-121-5125 . 02-102 Telephone 100 010-121-5125 . 10-450 Office Equipment 9, 650 010-121-5125 . 10-454 Computer Equipment 101, 600 010-121-5125 . 10-480 Miscellaneous Equipment 22, 500 $198, 971 FC REPORT NO. 621 ADOPTED: OCT 2 1 1992 • FC- 621 Page 2 October 5, 1992 The Committee understands that there will be a savings of $5, 756 in the initial year of operation with savings in excess of $129 , 500 less salaries increase thereafter . The Committee also understand that in the future, the Tax Mapping Section would like to have their own building of approximately 3 , 000 square feet to accommodate all the tax mapping personnel with the new real property tax computer system. The Committee on Finance concurs with the intent of Resolution ' No . 526-92 and recommends its adoption.
