Committee members will discuss their projects and then proceed to rank them by <br /> priority. The instructions for ranking the projects are as follows: <br /> • A Priority Ranking Form (PRF) will be distributed to each Council Member at the <br /> October 15, 2013, Governmental Relations and Economic Development Committee <br /> meeting. A sample form is attached for your review. <br /> • Council Members will assign a rank to each project, numbering the projects 1-8 with <br /> number 1 being the highest priority and number 8 the lowest priority. <br /> • A number can only be assigned to one project (e.g., two projects cannot be ranked as <br /> number 1). <br /> • The project with the lowest total will be ranked as the first-priority project (e.g., a project <br /> that receives a total of 9 would have been unanimously approved as the first-priority <br /> project with each Council Member assigning a 1 to that project). <br /> • The project with the highest total will be ranked as the eighth-priority project(e.g., a <br /> project that receives a total of 72 would have been unanimously approved as the eighth- <br /> priority project with each Council Member assigning an 8 to that project). <br /> • Each Council Member will print their name and sign at the bottom of the PRF. <br /> • The PRFs will be collected and quickly reviewed by the Legislative Research Branch <br /> (LRB) to ensure that all instructions were followed. <br /> LRB recommends that this matter be postponed to the next meeting in Hilo so that they will have <br /> time to tally the PRFs and prepare a transmittal stating the results and whether or not there are <br /> any ties. A copy of each Council Member's PRF will be attached to the transmittal as well as the <br /> final tally form.
