From: Al J Yoshimoto, Council Chair Date: September 26, 2013 Subject: Instructions for Ranking the Top Priority Capital Improvement Projects for Resolution No. 170-13 On October 15, 2013, the Governmental Relations and Economic Development Committee will vote on an amendment to Resolution No. 170-13 to add priority projects to the resolution and to Exhibit A. Committee members will discuss their projects and then proceed to rank them by priority. The instructions for ranking the projects are as follows: • A Priority Ranking Form (PRF) will be distributed to each Council Member at the October 15, 2013, Governmental Relations and Economic Development Committee meeting. A sample form is attached for your review. • Council Members will assign a rank to each project, numbering the projects 1-8 with number 1 being the highest priority and number 8 the lowest priority. • A number can only be assigned to one project (e.g., two projects cannot be ranked as number 1). • The project with the lowest total will be ranked as the first-priority project (e.g., a project that receives a total of 9 would have been unanimously approved as the first-priority project with each Council Member assigning a 1 to that project). • The project with the highest total will be ranked as the eighth-priority project(e.g., a project that receives a total of 72 would have been unanimously approved as the eighth- priority project with each Council Member assigning an 8 to that project). • Each Council Member will print their name and sign at the bottom of the PRF. • The PRFs will be collected and quickly reviewed by the Legislative Research Branch (LRB) to ensure that all instructions were followed. LRB recommends that this matter be postponed to the next meeting in Hilo so that they will have time to tally the PRFs and prepare a transmittal stating the results and whether or not there are any ties. A copy of each Council Member's PRF will be attached to the transmittal as well as the final tally form. If there are any ties, the Council Members will vote to determine which will be ranked higher. Provide the necessary plans and designs for a new highway to enhance the quality of life by reducing traffic congestion. Also to provide connectivity and the continuation of the Ane Keohokalole Highway from Palani Road to Kaiminani. Margaret Regional Transit Hub in Waimea: Master planning, 9 & 1-8 $10,000,000 Wille design and construction of a Regional Transit Hub in (District 9) Waimea. The building will service cross-island as well as district and local bus routes. This will be a multi-modal facility with tourist information, public restrooms P (including for early morning cross-island buses), bicycle racks, and parking areas. The County is in need of a multi- modal transithub in the Waimea area as it is the central ,s• ;71, point Hilo and Kailua-Kona and is also a ec' to the Kohala Coast Resort nodes. The facility sho' ld be at a minimum LEED-certified and ADA compliant. Encourages alternative transportation usage, which is a central component to reduce traffic congestion in Waimea. Project will enhance pedestrian, ADA, bicycle, and traffic circulation between upper Waiakea and Downtown Hilo. This will also help to relieve traffic congestion at the four-way-stop intersection of Komohana St. and Kawailani St. This will improve public health, safety, and quality of life. Valerie T. Laupahoehoe Point Access Road: Repair the damaged 1 $3,500,000 Poindexter portions of the roadway that connects Highway 19 to - (District 1) Laupahoehoe Point. Hire a Geotechnical Engineer that will 1)provide recommendations to repair the existing roadway at locations where the roadway is failing; and 2) assess the landslide and rockfall hazards and provide various solutions. Remove rockfall hazards. Dru Mamo Nani Kailua Extension: To acquire right-of way and 7 $3,500,000 Kanuha construct approximately 600 feet of a new 60-foot-wide (District 7) road to establish a new collector road between Ali'i Drive in the vicinity of Oneo Bay to the County owned portion of the Kuakini Highway. Work will include curbs, gutters, sidewalks, roadside drainage improvements, street lights, and necessary intersection improvements at both Ali`i Drive and Kuakini Highway. Greggor Isaac Kepo`okalani Hale Beach Park Expansion: To 3, 4, 5 & 6 $12,000,000 Ilagan design, implement and construct improvements to the park (design& (District 4) which improves quality of life for area residents. This park construction) is heavily utilized as a popular surf, fish, swim and camp spot. This development seeks to preserve and protect the environment, address safety and security concerns, and provide the Puna community with beach park recreational facilities and amenities comparable to those lost when lava from Kilauea Volcano claimed Harry K. Brown Park, Kalapana Beach Park and Kalapana Black Sands Beach Park in May o f 1990.
