After hearing Kahakai as an option over the traffic circle, I thought I'd send this.
I will grant you that while the intersection at the Pahoa Market Place and Highway 130 needs
improvement, it could be done for a lot less money which the state tells us we do not have, as there is
viable alternative to the traffic circle. While the fix isn't the same exact location, it isn't that far away
and pedestrians commonly walk it in a very short time. Now that the short, mauka end of Kahakai
connects to the highway, the makai side could be moved a very short distance to compensate for the
"dog leg" in the road, it would make a conventional perpendicular intersection, alleviating quite a few
problems.
Once accomplished, with a light at that intersection and one at the Pahoa Government Road
intersection, you could have the equivalent of a regulated traffic circle without debilitating Pahoa for a
year and save a lot of money for projects that really need it, such as widening highway 130 from the
Bottleneck to Ainaloa Blvd. There would be the existing traffic pattern only slightly modified, meaning
you wouldn't have to fight for position in the circle, which would be as uncontrolled as the current
intersection and probably worse. The part that connects with the highway by the Marketplace would
be closed to the highway. The highways are geared for the old 35 MPH, but in areas of higher
velocities, from County roads there isn't enough takeoff room to merge, so traffic from the feeder
roads back up.
I have no idea if the State is capable of comprehending this, as they always respond with "that's not
the intersection," but as we used to say in the "Free World's Largest Nuclear Powered Janitorial
Service (AKA the United States Navy), "it's close enough for government work," although my specs
were often higher. If you have the same people fix the problem as broke it in the first place, it'll only
get worse. As Norman Augustine wrote in his laws, "Many of today's problems were yesterday's
solutions!"
