Hearing on Hawaii County Bill 109 and Bill 113
Committee on Public Safety and Mass Transit
Wednesday, September 4, 1:30 p.m.
Position: Opposed
Aloha Chairs, Co- Chairs and Fellow Hawaii County Council Members;
My name is David Gilliland, currently Hawaii Research and Development Leader for
Dow Agro Science, and past Secretary of the Hawaii Farm Bureau Federation. I am
currently resident on Molokai and I have been involved in agriculture for over 30 years,
over 11 which were in the developing world.
With the benefit of my experience in multiple agricultural environments and working with
a diversity of crops and cultures there's one thing that is very clear to me. We need a
diverse and flexible approach to be able to address and respond to agricultural
problems. Biotechnology does have an important place in the agricultural practitioner's
toolkit, right alongside organic and conventional farming approaches. One has to take
care not to limit oneself in the very challenging fight to put food on our neighbor's tables.
Bills 109 and 113 will serve to "hand-cuff" our community's ability to respond to the
constantly evolving biological threats that threaten agriculture in our islands. As such I
humbly ask you to vote in opposition to Bill 109 and Bill 113
