Your Committee on Planning, to which was referred Bill No . 637,
regarding the State Land Use Boundary amendment request of
Michael A. Jacobs , Kaloko , North Kona, Hawaii , TMK: 7-3-20 : 5 , reports
as follows:
Bill No . 637 amends the State Land Use Boundaries Map, H-7, of the
County of Hawaii , by changing the district classification of
1 . 81 acres of land from Agricultural to Urban use .
The subject property fronts the Belt Highway approximately .four miles
away from the central business district of Kailua-Kona . Its close
proximity to Kailua complements the Land Use Commission Rules which
states that in determining the boundaries for Urban Districts , "It
shall include lands characterized by 'city-like ' concentration of
people , structures , streets , urban level of services and other
related land uses . "
The proposed development will also have ready access to water and all
essential utilities and services .
The adjacent properties , while zoned Agricultural (A-la ) , are all
less than 16 ,000 square feet in size .
Your Committee on Planning is in accord with the intent and purpose
of Bill No . 637 and recommends that it pass first reading .
