Your Committee on Planning, to which was referred Bill No . 638,
regarding the rezoning request of Michael A. Jacobs , Kaloko ,
North Kona , Hawaii , TMK: 7-3-20 :5 , reports as follows :
Bill No . 638 amends Section 25-87, Article 3, Chapter 25 of the
Hawaii County Code, by changing the district classification of
1 . 81 acres of land from Agricultural (A-la ) to Single Family
Residential (RS-15 ) .
The subject property fronts the Belt Highway, approximately four
miles away from Kailua Village . Adjacent properties , while zoned
Agricultural (A-la ) , are all less than 16 ,000 square feet in size .
The applicant plans to subdivide the property into five lots of
approximately 15 ,000 square feet each . He does not plan to build any
single family dwellings on the property .
The General Plan designates the property as Alternate Urban Expansion
and for Orchard use . The current State Land Use designation is
Agricultural . The applicant is petitioning the Council , via
Bill No . 637, to amend the State Land Use boundary from Agricultural
to Urban .
Water and all essential utilities and services are readily available
to the proposed development .
Your Committee on Planning is in accord with the intent and purpose
of Bill No . 638 and recommends that it pass first reading .
