Your Committee on Planning, to which was referred Bill No . 648,
regarding the rezoning request of Marc A. Josepho, Et Al ,
Kailua-Kona , Keahuolu, North Kona, Hawaii , TMK: 7-4-8:Por . 2,
reports as follows :
Bill No . 648 amends Section 25-87, Article 3 , Chapter 25 of the
Hawaii County Code , by changing the district classification of
0 . 778 acre of land from Limited Industrial (ML-la ) to
General Industrial (MG-la ) .
. The subject property is located in the Kona Industrial Subdivision .
The applicant plans to consolidate the subject property with an
existing General Industrial zoned lot to create a 3 . 4-acre lot .
According to the Planning Department , the applicant plans to
construct three new industrial warehouses on the proposed 3 . 4 acre .
Two of the warehouses will be one story in height and contain 8, 750
and 10 , 500 square feet of useable space . The third building will be
two stories and consist of 17 ,500 square feet (10,500 square feet on
the first floor and 7 ,000 square feet on the second . ) The applicants
will provide 107 parking stalls and four loading and unloading spaces .
Councilwoman Lorraine Jitchaku-Inouye inquired about traffic patterns
on Kaiwi Street , near the subject property . The Planning Director
and the applicant ' s representative informed your Committee that
access to the property will be off Lukia Street and that no accesses
will be permitted off either Queen Kaahumanu Highway or
Kaiwi Street . To insure against improper accesses, a 10-foot wide
planting easement is being required along Kaiwi Street and the area
along Queen Kaahumanu Highway, which is currently zoned Open (0) will
be retained as a planting easement .
A Kaiwi Street right-of-way runs through the subject property . The
applicant is being required to deed the right-of-way to the County .
Councilwoman Jitchaku-Inouye suggested that the Committee Chairman
write to the Department of Transportation to inquire as to whether
the department has any plans to improve the traffic pattern at the
Queen Kaahumanu Highway-Kaiwi Street intersection .
The property is not within the boundaries of the Kailua Village
Special District .
The General Plan designates the property for Industrial use . The
State Land Use designation is Urban .
Water and all essential utilities are readily available to the
