Your Committee on Finance, to which was referred Bill No. 134, reports as follows:
Bill No. 134, transmitted by Finance Director Nancy Crawford, via Communication No. 436 dated
September 13, 2013, amends Ordinance No. 13-65, as amended, the Operating Budget for the County of
Hawai`i for the fiscal year ending June 30, 2014. The amendment is as follows:

010.3303.42 Federal Grants—HCPD Roadblock Program General $ 12,500
To:
010.201.5216.15 HCPD Roadblock Program General $ 12,500
These grant funds will be used to allow the HCPD to conduct additional Driving Under the Influence
(DUI) checkpoints during the National DUI Campaign (August 16 through September 2, 2013).
Sergeant Robert Pauole, of the Hawai`i Police Department, appeared before Your Committee to discuss the
use of additional grant funds for DUI checkpoints. According to Sergeant Pauole, the checkpoints serve as
high-visibility DUI deterrents, which have been effective in promoting public safety and awareness. He
related that the department used more funds for these checkpoints than anticipated, due to costs associated
with processing impaired motorists. In particular, the Kona district has been successful with making arrests
at checkpoints. Grant funds will be used to pay this expense, as well as for the additional DUI checkpoints
during the National DUI Campaign.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 134, and recommends its
passage on first reading.
