REGARDING: BILL NO. 113 (COMMUNICATION NO. 393)

TITLE: AN ORDINANCE AMENDING CHAPTER 14, GENERAL WELFARE,
HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED), BY
ADDING A NEW ARTICLE RELATING TO GENETICALLY
ENGINEERED CROPS AND PLANTS.
EXPLANATION:
Introduced by Council Member Margaret Wille, this legislation prohibits open air cultivation,
propagation or development of genetically engineered crops or plants. Exempts those currently
engaged in these practices in areas where such activities have customarily occurred. Also
exempts current and future genetically engineered papaya cultivation, propagation and
development. Requires that all persons engaged in any form of cultivation, propagation, or
development of genetically engineered crops or plants be registered within 90 days of the
effective date of the ordinance, with a registration fee of$100 per location per year.

On September 6, 2013, your Committee recessed to September 23, 2013 to reconvene at
9:00 a.m.
On September 23, 2013, your Committee reconvened at 9:02 a.m. Experts on the subject matter
were called to share their expert opinions.
On October 1, 2013, your Committee reconvened at 1:35 p.m. Committee members were
allowed to continue with asking experts questions relating to genetically modified organisms.

RECOMM.: Your Committee is in accord with the purpose and intent of Bill No. 113,
