(Bill 130) CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO DESIGNATED
PARKING AT COUNTY FACILITIES
From Council Member Brenda J. Ford, dated September 4, 2013. The bill redefines
the responsibility of the Public Works Director; eliminates the monthly rental charge
paid by County employees and officials for parking stalls at Hawai‘i County buildings;
establishes priorities for assigning reserved parking spaces; and eliminates any shifting
of reserved parking privileges.

AND THE FEDERAL EMERGENCY MANAGEMENT AGENCY, PURSUANT
TO HRS 46-7, FOR THE FY 2012 ASSISTANCE TO FIREFIGHTERS - FIRE
PREVENTION AND SAFETY GRANT TO THE HAWAI‘I FIRE
DEPARTMENT; and
Recommends adoption of Res. 175-13:

BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING
JUNE 30, 2014
From Finance Director Nancy Crawford, dated September 13, 2013. The resolution
authorizes the Mayor to enter into an agreement to accept the grant; and the bill
appropriates revenues of $19,400 in the Federal Grants - Assistance to Firefighters
Grant 2012 - Prevention and Safety account; and appropriates same to the Assistance to
Firefighters Grant 2012 - Prevention and Safety account. These funds will be used to
purchase 700 to 750 fire detectors to be installed into the homes of elderly residents
across Hawai‘i Island.
Recommends passage of Bill 131 on first reading:

BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING
JUNE 30, 2014
From Finance Director Nancy Crawford, dated September 13, 2013. The resolution
authorizes the Mayor to enter into an agreement to accept the grant; and the bill
appropriates revenues of $46,984 in the Federal Grants - Assistance to Firefighters
Grant 2012 - Operations and Safety account; and appropriates same to the Assistance
to Firefighters Grant 2012 - Operations and Safety account. These funds will be used
to hire an instructor to train selected HFD personnel on the topic of escaping an
entanglement situation, and to purchase equipment to support such training.
Recommends passage of Bill 132 on first reading:

(Bill 133) BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING
JUNE 30, 2014
From Finance Director Nancy Crawford, dated September 13, 2013. Appropriates
revenues of $10,000 in the Fund Balance Reserved for Liquor Control account; and
appropriates same to the Public Programs account. These funds will be used to support
the Mayor’s Traffic Safety Program and to assist the costs of traveling incurred by The
Pantry’s Friday Night Crew Youth Group, which has played a key role in the
prevention of underage drinking and drug use in Hawai‘i County for the past several
years.
At the request of the Department of Liquor Control, Bill 133 was withdrawn by
the introducer (Ms. Poindexter).

Comm. 436: AMENDS ORDINANCE NO. 13-65, AS AMENDED, THE OPERATING
(Bill 134) BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING
JUNE 30, 2014
From Finance Director Nancy Crawford, dated September 13, 2013. Increases
revenues of $12,500 in the Federal Grants - Hawai‘i County Police Department
(HCPD) Roadblock Program account, and appropriates same to the HCPD Roadblock
Program account. The State Department of Transportation Public Affairs - Safe
Community Program is providing additional funding of $12,500 to the HCPD
Roadblock program, bringing the total grant appropriation to $199,867. The grant
funds will be used to allow the HCPD to conduct additional Driving Under the
Influence (DUI) checkpoints during the National DUI Campaign (August 16 through
September 2, 2013).
Recommends passage of Bill 134 on first reading:
